I've googled the guy and found a supposed court transcript from an official UN website, which mentions this:
19 As you can see, it's a meeting in Doboj, 6 February 1993. So

I found another mention of him! I can't understand any of it though. I'll ask a friend for a translation and I'll see what else I can dig up on this guy. Couldn't find any source mentioning him as "Ciganović" though. --Ziwi
